The implementation of public-private partnerships in the State of Qatar

TBY's roundtable “The implementation of public-private partnerships in the State of Qatar" gathered the most important names of the Qatari business community to discuss the importance of a legal framework to articulate PPPs. H.E. Sultan bin Rashid Al Khater, Undersecretary of the Ministry of Economy & Commerce, opened the event with a keynote speech, noting the ministry is drafting a PPP law. The speech was followed by a panel discussion between different stakeholders from the public and private sector including: Fahad Rashid Al-Kaabi, CEO of Manateq; Abdulrahman Essa Al-Mannai, President & CEO of MILAHA; Mira Al-Attiyah, CEO of QNB Capital; Abdullah bin Hamad Al-Attiyah, Assistant President of Public Works Authority (Ashghal); Khamis Hamad Al-Kubaisi, Executive Director of Strategy & Business Development at Qatar Development Bank; and Dr. Khalid Al-Derbasti, Consultant at the Ministry of Economy & Commerce.

TBY's roundtable “The implementation of public-private partnerships in the State of Qatar" was extensively covered across Qatari media channels. The event, held in partnership with the Ministry of Economy & Commerce, brought together some of the most prominent senior executives in Qatar to discuss the role of public-private partnerships (PPP) within the country's economic development as well as the importance of creating a legal framework governing the use of PPPs.

Gulf Times, Qatar's top-selling English newspaper, featured TBY's event on the front page of its business section with the headline “Qatar edges closer to PPP law as private sector set for gain." Qatar Tribune, another premier newspaper in the country, included a short piece on the event on its front page, affirming “Qatar is set to introduce a PPP law this year." The Peninsula also covered TBY's event in its business section front page, announcing a “New law to regulate PPP operations soon." Certain Arabic newspapers such as Lusail News also dedicated prominent space to TBY's roundtable, writing a double spread about the event.

Besides featuring face-to-face interviews with senior executives and government officials, The Business Year: Qatar 2017 will feature an extensive report on the aforementioned event. The new edition will be published in the second half of 2017 and will contain the views and insights of over 150 business leaders. In addition to such interviews, the publication will feature sector analyses, focus articles, and contributions from foreign dignitaries discussing Qatar's economic future. The publication will be widely distributed both locally and internationally at major economic conferences, investment forums, and events.

Mira Al Attiyah joined QNB Capital in July 2014 from the Ministry of Economy and Commerce where she last held the position of Assistant Undersecretary for Trade Affairs and several other senior positions. Whilst at the Ministre, Ms. Al Attiyah launched several important national initiatives to help develop the economy and business sectors within the State of Qatar. Prior to joining that, Ms. Al Attiyah worked at the Supreme Council for Information and Communication Technology (“ictQATAR”) as the Director of Digital Content Cluster. Ms. Al Attiyah received her undergraduate degree from the College of Engineering of Qatar University and holds post graduate qualifications in project management from George Washington University and the Project Management Institute. Ms. Al Attiyah has also participated in the Executive Post Graduate Program, Corporate Innovation and Entrepreneurship, at the Tepper School of Business, Carnegie Mellon.

Fahad Rashid Al-Kaabi joined Manateq from his role as the CEO of QPM, bringing with him over 17 years of wide-ranging work experience in the areas of engineering, project management, and top-level administration. Prior to being appointed CEO of QPM, he was part in formulating public policy as Manager of the Conservation and Energy Efficiency Department of Qatar General Electricity and Water Corporation (KAHRAMAA). He received his bachelor's degree in industrial engineering and another bachelor's degree in business management, both from the University of Miami. He then received his master's degree in project management from the University of Houston in 2007.

Mr. Abdulrahman Essa Al-Mannai has been the President and CEO of Milaha (formerly known as Qatar Navigation) since September 2015, and he leads all the business areas of the Milaha Group. Prior to joining Milaha he led the commercial planning and allocation functions at Qatargas. Having spent his career with Qatargas, he has overseen many areas, including the commercial function of UK's South Hook LNG Terminal, which is Europe's largest LNG regasification terminal and handles a significant percentage of UK's gas requirements. His extensive experience in LNG, gas-to-liquids, condensates, shipping and commercial marketing has manifested in a strong record of success. He has a degree in Aeronautical Engineering from Qatar Aeronautical College.

Eng. Abdulla Hamad Al-Attiyah is currently the Assistant President of Ashghal. Previously he held the position of Acting President for a period of three months. Certified in risk management, he worked on enterprise risk management and portfolio management on some of the biggest and most high-profile projects in Qatar. He obtained his master's in chemical engineering in 2008 and took a first from Nottingham University in mechanical engineering. He also led a confidential project for the Amiri Diwan.
