Supreme Council for Planning

Talal Al Rahbi is the Secretary General of the Supreme Council for Planning, having previously served as deputy secretary general. In 2016, he managed the inception of a five-year program for national economic diversification under the banner “Tanfeedh." Among many board and representative positions, Al Rahbi currently serves as Chairman of a new Oman Technology Fund, Deputy Chairman of the Public Authority for SME Development, and as a board member of the Oman Rail Company, Public Authority for Electricity and Water, Public Authority for Craft Industries, and as a member of the Oman Vision 2040 Committee. He also served as First Deputy Chairman of the UNESCO Institute for Statistics (2010-2013).

Tahir Bin Salim Bin Abdullah Al Amri was appointed Executive President of the Central Bank in 2017. He is an experienced treasury and finance professional with a successful track record in all aspects of treasury and finance functions. He serves as a board member of a number of private and public entities with multimillion turnovers for a variety of businesses, from a leading local bank to sovereign wealth funds, shipping, and the oil and gas industry. He has played leading roles in negotiating financing agreements, writing articles of association, technical licensing and construction contracts, oil and gas upstream agreements, shareholder agreements, shipping contracts, establishing credit policies and procedures, and board audit committees.

Abdullah Al Mahroqi earned a double major BSc with honors in soil and crop sciences from the University of North Wales, UK, in 1997 and completed his PhD in 2004 at the University of Reading, UK, in the field of biotechnology and environmental sciences. He went on to work as a consultant and director of innovation at The Research Council from 2010 to 2015. He then joined the Industrial Innovation Centre (IIC) as executive director and became the CEO in 2017. He has developed extensive experience in the fields of strategic planning for the development of the knowledge and innovation economy, entrepreneurship, acceleration of SMEs, technopreneurship, and IP and technology transfer.

Maqbool Al Wahaibi is the CEO of Oman Data Park, the first managed and cloud service provider in Oman, as part of the executive management and founding team to establish ODP. He previously worked with the government of Oman for over 20 years on strategic national IT initiatives and projects in the area of information security, consulting for organizations in the public sector such as the Information Technology Authority (ITA), Royal Oman Police, Ministry of Justice, and others. He holds a master's degree in computer software engineering from the University of York and a bachelor's degree in information technology engineering in Staffordshire University.

Ayşe Valentin is CEO and founder of The Business Year, a global media group that has been providing investors, businesses, and governments with first-hand insights into the world's most dynamic markets for over a decade. Since founding the company, she has overseen the growth of operations across the Middle East, Africa, Southeast Asia, and Latin America. Having also successfully guided the company through the digital transition, she is now focusing on the expansion of coverage into Europe.

Before founding The Business Year, Ayşe worked as Europe, Middle East and Asia Regional Director at Oxford Business Group, a London-based publishing house, from 2004 to 2009. Prior to that she was Project Director for Eastern Europe at Global Business Reports, where she coordinated research on countries targeting EU accession.

At the start of her career, she also gathered extensive experience as a sectoral business intelligence project director in various geographies, from Oman to the Russian Federation and Indonesia, covering industries such as oil and gas, power, and chemical manufacturing. Ayşe holds a BA in chemistry from Istanbul Boğaziçi University and lives in London. She is a mother of two, a qualified yoga teacher, and an avid sailor.

Panel: Efficiency creation: Optimizing models & processes

Oman's public and private sectors will have to cooperate and catch up with innovations brought by the technological advances if they want to succeed in meeting the goals and KPIs of Vision 2040. Productivity and efficiency will be met only by implementing high-tech disruptive and cloud-based industrial processes that optimize cost-structures. Given the end-goal of enhancing customer experience through new products and services, this panel will look at the balance between adopting in-house technological solutions and outsourcing non-core services, as well as how digitalization and AI will impact specific sectors in Oman in the next 20 years.
